font-family: Arial; font-variant-numeric: normal; font-variant-east-asian: normal; vertical-align: baseline; white-space: pre-wrap;\">La subdivisi\u00f3n de provincias en distritos, <strong>afecta al derecho de representaci\u00f3n de las minor\u00edas y mujeres<\/strong>, pues mientras menos curules se \u201crepartan\u201d, menos posibilidades hay de que estos grupos est\u00e9n representadas.&nbsp;<\/span><\/span><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.2; margin-left: 36pt; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\">&nbsp;<\/p>\n<p dir=\"ltr\" style=\"line-height: 1.2; margin-left: 36pt; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span><span style=\"font-size: 12pt; font-family: Arial; font-variant-numeric: normal; font-variant-east-asian: normal; vertical-align: baseline; white-space: pre-wrap;\">No es lo mismo distribuir 9 esca\u00f1os en una provincia de 9, que tres esca\u00f1os en tres distritos de 3. En el primer caso, habr\u00e1 un mayor n\u00famero de partidos que puedan acceder a una curul, mientras que, en el segundo caso, al haber solo tres esca\u00f1os, la posibilidad de acceder a una curul se reduce sustancialmente.<\/span><\/span><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.2; margin-left: 36pt; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\">&nbsp;<\/p>\n<h2 class=\"drop_h2\" dir=\"ltr\" style=\"line-height: 1.38; margin-left: 36pt; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><strong><span id=\"docs-internal-guid-bf602747-7fff-4c64-e819-55acf6ffd567\"><span style=\"font-size: 12pt; font-family: Arial; font-variant-numeric: normal; font-variant-east-asian: normal; vertical-align: baseline; white-space: pre-wrap;\">Publicidad oficial en campa\u00f1a.<\/span><\/span><\/strong><\/h2>\n<p dir=\"ltr\" style=\"line-height:1.38;margin-left: 36pt;text-align: justify;margin-top:0pt;margin-bottom:0pt;\">&nbsp;<\/p>\n<p dir=\"ltr\" style=\"line-height:1.38;margin-left: 36pt;text-align: justify;margin-top:0pt;margin-bottom:0pt;\"><span id=\"docs-internal-guid-bf602747-7fff-4c64-e819-55acf6ffd567\"><span style=\"font-size: 12pt; font-family: Arial; font-variant-numeric: normal; font-variant-east-asian: normal; vertical-align: baseline; white-space: pre-wrap;\">Consideramos que es necesario reformar la normativa actual,<strong> restringiendo al m\u00e1ximo las causas o los casos en los cuales las instituciones publican pautan durante el per\u00edodo electoral<\/strong>, actualmente se permiten pautar por ejemplo cuando se tratan de temas de importancia nacional. (\u00bfQui\u00e9n los define? \u00bfLa propia instituci\u00f3n?), <strong>esta flexibilidad permite actualmente a las instituciones pautar \u201cabiertamente\u201d<\/strong>.<\/span><\/span><\/p>\n<p dir=\"ltr\" style=\"line-height:1.2;text-align: justify;margin-top:0pt;margin-bottom:0pt;\"><span id=\"docs-internal-guid-bf602747-7fff-4c64-e819-55acf6ffd567\"><span style=\"font-size: 12pt; font-family: Arial; font-variant-numeric: normal; font-variant-east-asian: normal; vertical-align: baseline; white-space: pre-wrap;\">&nbsp;<\/span><\/span><\/p>\n<p dir=\"ltr\" style=\"line-height:1.2;text-align: justify;margin-top:0pt;margin-bottom:0pt;\">&nbsp;<\/p>\n<p dir=\"ltr\" style=\"line-height:1.38;text-align: justify;margin-top:0pt;margin-bottom:0pt;\"><span
